Because the price is tiered by group size: the car and guides cost the operator the same for two travellers as for four, so the per-person price falls as the group grows.
The Viator from-price shows the cheapest per-person tier. Enter your real group size and date on the listing to see your price; a solo traveller or a couple usually pays noticeably more per head than the headline. The car also grows with the group: the Hello India listing uses a sedan for 1 to 2 travellers, a 6-seater SUV for 3 to 4 and a 10-seater van for 5 to 10.

Are hotels included in the price?
Usually only if you pick the option with hotels: the base option on most listings is the car, the driver and the guides, and hotels are an upgrade.
Keeper Landwey names its hotels by tier: in Agra, Golden Tulip (3 star), Marriott (4 star) or Jaypee Palace (5 star), and in Jaipur 7 Apple, The Fern Residency or DoubleTree by Hilton, each "or equivalent". Hotel options come with breakfast. These are the official foreigner prices for the Agra and Delhi monuments. Children under 15 enter the Taj Mahal and the Qutub Minar free. Jaipur's fees are not listed here because the sources we checked disagree; a composite ticket covers Amber Fort, Hawa Mahal, Jantar Mantar, Albert Hall and Nahargarh for two days, and the City Palace is ticketed separately by the royal family's trust. The listings agree with our estimate: Hello India puts its excluded entrance fees at about $60 per person, Keeper Landwey at about $70.

Which tours include the entrance fees?
The Driver India all-inclusive tour, the 3-day India Caravan tour and the steps to india tour list monument tickets as included; Keeper Landwey, Hello India, Creative India and Maria Tours do not.
"All inclusive" on the Driver India tour means car, WiFi, water and monument fees and taxes, not accommodation: it excludes hotels, meals and tips. One more trap: the Keeper Landwey overview says monument tickets are included, while its inclusions list puts entrance fees under "not included". Go by the inclusions list, and ask the operator in writing if in doubt.

Lunch, dinner and drinks are extra on every tour here; breakfast is included when you book a hotel option.
Your driver or guide will usually suggest a lunch stop on the road or near the monuments. Tell them early if you want somewhere simple and quick: a long restaurant lunch can eat into sightseeing time on the Agra to Jaipur day.

What about tips, shops and other extras?
Tips for the driver and the guides are not included on any tour and are expected in India, so carry small rupee notes.
Small notes also help with shoe-minders at temples and paid toilets on the road.
